XF 2.0 When purchasing XenForo is English always the default language?

I'm helping another admin and his forum doesn't have English. He would like to install the English language but does not know where to get the XML. I was curious does XenForo always include the English as the default and if you want you can install another language? Then if you want you can delete the English? If so how can an admin then download the English XML?

Just create a new language - it will be the default English (US).

There's a Master Language that's not editable and it's English.
