What is the safest way to add a member to staff with out special permissions?

I'm running a project of people helping with a game. But were not really here to offer up permissions just noticeable

If it's for looks you could check out:

That's based upon specific groups but if you'd like to you can set it for specific users using the instructions on:

OR you can create a new usergroup and use it as a secondary group with no permissions but with a custom title.
