Just report the project when you are the copyright holder for one or more of one of the hosted plugins. Google will usually act quickly, because they neither want their service to be abused as a replacement for a file hosting service (this is exactly what they are doing here) nor do they like copyright infringements.
From what I can see, the project violates at least two terms of the policy ( 6) and 12) ). Also, they are using a trademarked name for the project itself - I guess, something like Plugins for XenForo(tm) would be ok, but using the name standalone is not).
