How can members see the warning point?

They can’t. That is only for admin and mods to see.

How will users find out how many warning points they have?

They don't and arguably shouldn't. They should be focussing on changing the behaviour that led to the warning(s), not seeing how close they can come without going over. That would lead to gaming the system, which would lead to more behaviour problems, not less. Yes, I have a user who would do this so I know whereof I speak.
