Fixed vB4 Import: Avatars that don't conform to "2:1 aspect ratio or squarer" are skipped silently

The importer silently skips avatars that don't have a "2:1 aspect ratio or squarer" (comment in XF\Service\User\Avatar::validateImageAsAvatar).

About 1.5% of our avatars have such an aspect ratio.

I don't know whether you consider this to be a bug or not. Maybe this check should be disabled during the import?

We've decided to just not enforce that restriction at all anymore. We're not 100% sure why we did, but we think it's probably not relevant now.
