Whats the best way to do a test import of my vb 3.8? Should I do it from a backup of my live forum (and how do you do it from a backup file) or just use the regular import steps?

You can use your live site as the source database is not changed.
However, to ensure data integrity you should close the forum while doing so.

I would recommend doing it from a backup whenever possible and definitely taking a backup before doing anything anyway.
You just need to backup up the database and attachments if they are stored in the file system.

To add to Brogan's point, to do it from a backup you would have to get a database backup and restore it to a blank database, and then use that database for the import.
