Assuming you are running the installer in automatic mode, please quote the entire contents of the installer's progress window, as it might narrow down the problem.
You should also find your request in your web server's access logs (such as Apache logs), and quote that as well. Usually it will give a more precise reason for the error.
Since you reach a high step like 13, it might be server or firewall rules like "deny > X requests per IP in < Y seconds". It is possible that the installer might trip a rule like this, so you might need to whitelist your IP or relax the rule while you run the installer. Such rules can also prevent XenForo deferred tasks, so you might need to permanently increase the threshold for denial if you have a rule like this.
