Users deleting their own post permissions

Sorry if this has been asked before but I cant seem to find it anywhere in the admin control panel on my test site.. is there a way to turn off the feature of users being able to delete their own posts.

If a user deletes thier
post them self as admin or moderator are we able to view the history of it ? Im trying to decide what to do with this option as We need to know what original was posted in case of harassment ect...

Deleted posts can be viewed by moderators with the relevant permission: View deleted threads / posts

There is no post edit history though.
