XF 2.2 User unable to add gif, use bold/italics, etc.

Does anyone know what may cause certain members to be unable to use the basic text edit options in replies? I haven't found anything in user or group permissions. The entire text edit bar in replies is greyed out.

They need to activate bb code mode.
