User Profiles Not Accessible?

This one is odd. In View this user's profile page detail, I have it set to 'All Visitors'.

I then checked my privacy settings and I have my profile viewable to 'All Visitors'.

If you visit my profile, it says you need to be logged into the site.

I checked the default, unmodified template and the same issue occurred.

Thoughts, suggestions?

What are the user group settings for Unregistered users: View user profiles ?
