If you wish to run a private forum and set these permissions for Unregistered / Unconfirmed while the Board is inactive:

You get hit with the "Must login" to view content while the board is inactive. Even though the board is inactive, it still allows you to login, only to be faced with the board is inactive message as opposed to what should be seen, the board is inactive message from the beginning.
Seems more like a bug to me, and that Board is active should take precedence over user (group) permissions, that is, if my impression of this feature is to reduce read/write to the database while work is in progress. From my understanding, it's mainly to keep posting/reading threads down, but one would imagine logging in is still a query that could affect things, especially if retried over and over as the user is given the option to then log out and log back in to retry.
Edit: I just realized that you can login either way. But showing the "must login" error to get to the Board is active message is kind of odd functionality.
