User group based download speeds

I would like to see a user group based setting to limit download speeds. For example, unregistered users are limited to 500 kbs, registered users unlimited speed. Or to further use this function you can set registered users limit to 2 mbs and then have user upgrades feature to place users in groups that have unlimited download speed. This would give users of a resource based website better reason to upgrade their accounts.

There are probably other solutions to encourage your users to rise in rank...
Depreciating their browsing quality is in my opinion a mistake, you should rather motivate them with new features.

Also, unless you have huge files of several tens of mega, downloading a few MB at 2mb/s or 500KB/s won't make much difference...
