Personally, it doesn't make sense to show that you can delete, restore (undelete), etc. something that's already in that state.

As an example, this Prefix Silver Test is locked, so it's unnecessary to have the locking option here:

Singular form phrases would need to be created, though. Also, in the case of deleted content, rather than hiding the Delete X(s) option, the remove from public view section would be hidden, but the option to permanently delete the content would still be there.

That system works on multiple threads -- they may not be locked, unlocked, etc. That HTML is created once so permission checks would be on the first thread and possibly incorrect for the rest of the threads.

It would provide incorrect options in certain cases. You cannot guarantee you will be selecting identical threads.
