XF 1.5 Upload a File in Conversations Available?

How can I enable Upload a File in conversations? Is there a way to do it for a single individual? It seems to work for my master admin account but no one else? Thank you.

That would suggest the permissions are not set up correctly.

I've had best results with primary : registered, and then adding users additional permissions through secondary groups. On some boards I've added a 'communication' group where people have more quota for conversations, more editing permissions, uploading attachments permissions, and less spam flood stuff etc. Making it easier for those particular people to converse easier on the busy sites. Just an idea to consider.
