XF 2.1 Upgrading 1.5.22 to 2.1.4 - options are forgotten?

E.g. going to Options -> Basic board info. Board title, meta description are set to XF defaults. Recaptcha keys are blank, show cookie notice to guests (previously set to on) is off, all previously setup censored words are gone.

A quick cursory look, looks like pretty much all options have been forgotten. Except for the templates made in XF1 where it's saved some of the customised colours. Is this normal?

Edit: User group permissions haven't been carried over either.

No, that's not normal - options and other settings should be preserved when upgrading.

I have done numerous XF 1.x to XF 2.x upgrades without issue.

Didn't think so. This was just a test run on my home machine so I think I'll re-run it and see what happens. I did it via browser upgrade, took about an hour and was successful but not sure what's happened. Could the reason for this have been logged anywhere?
