XF 2.3 Upgrade error

Hi, I am getting the following error when upgrading to 2.3

Are you using custom style? Try with XF default style and check still error is showing.

I have added that to config.php and I have access to admin which is looking like the templates are all over the place. I did manage to set default theme. But the upgrade is still failing

the error occurs whilst rebuilding the templates. Still same error as before

You didn't disabled add-ons and style

I added that to my config so all addons should be disabled

Did you try to navigate to /install?

yes it lets me run the upgrade.
