Unnecessary quoting

Mayeb a very silly question, but I haven't found the answer...

When you hit the reply button, you always get the entire post you're replying to quoted.(even when it's the last post). Is this a setting?

I don't want any unnecessary quotes on my forum, so if this behavior can be changed somehow, then that would be great.

Clicking the Reply link isn't necessary to reply to the post.

Change the phrase to Quote if it makes it easier for your members to understand the purpose of that link.
The tooltip makes it clear what it's for though; "Reply, quoting this message".

I changed it to Quote on my site a long time ago.
