Lack of interest unban user: check Spam Cleaner log, offer "restoration" as an option

Unbanning a user who was deleted through the Spam Cleaner does not restore his or her posts (I believe).

Two possible solutions:
1. Merge "Confirm Lifting of Ban" and "Confirm Restoration of Suspected Spam from x" dialogs.
2. Merge the Banned Users list with the "Spam Cleaner log"
