PS. Unfortunately, I cannot update the original resource, because the author, due to tragic circumstances, will never appear on the forum again. New versions of this plugin will be posted here.
 
Very nice addon.

I haven't tested Resource yet, but I'd like to ask a few questions:

1 - Is it possible to set permissions for uploading gifs as avatars?
This would be interesting for profile upgrades. This would add a cool feature to several forums.

2 - Is it possible to add gifs to the cover photo? And is the upload size also adjustable like the profile photo?

New version 2.3.6.1

Added compatibility of the forum version 2.2.6 and higher. The addon now works on both 2.2.* and 2.3.*
The gifsicle utility installation check is enabled. Verification is also enabled on a server running the Windows operating system.

You should install it, not me. And then you can use the addon.
I was asking how. Server side install? Is it a separate add-on? Do i need to go to a certain website first? How exactly and where am I installing gifsicle before I can actually install THIS add-on, so that its usable? You didn't actually provide any type of instructions besides " Requires: gifsicle ".

Ask your host to install it for you.
 
Feature request:
Please add a new option to force all uploaded .gif images to be converted as .webp.

To hopefully save some file size and disk space and speed up website loading.

But .webp aren't animated images.
We have .gif and .png (apng) as animated images.

The conversion is probably not a problem. But the problem is php_gd, it doesn't know how to work with animated webp yet. The addon works for the most part of its functionality with this library.
But .webp aren't animated images.
Animated webp exist, but they are not widely used. At least I've only seen a few in use.
