The second one, probably. It looks ridiculous but it must've been a pain to code. Plus I don't see any contact info.

These could all be clever SEO schemes. Build the most ridiculous site ever, get tonnes of links from people laughing at it, then replace it with a professional, content-filled site. Bam, free backlinks and traffic.
