XF 1.5 Turning on Email notifications default

In Admin > Options I turn on email notifications for all users as a default, but no one is getting them, including me and I see they're enabled on my account. What can I do?
 
The options in the ACP relate to new registrations from that point on.

You set your own preferences via your account page.
