XF 2.3 trying to figure out tooltip banner

When i change the user banner, the image is not scale as it was.
The images below show 2 users with same banner, same dimension, but the second onedoes not look good as the first one as it is not scale down.
Any suggestion where i can look ?

Can you describe the context, in which case the banner is adjusted and in which case it is not? Is it when the user defines it or when you change it in the ACP?

The first one was there since some time, the second one is when it is change from acp or as a user (both user are test from me)
i must did something, sometime

Any banner dont scale, i try another one and some with square dimension.
That one is 2400x375, the dimension is only because it is the minimum when it scale down for the tooltip, so we dont see blank around it.

...and the "!important" should not be there (i did put it some time ago)
