XF 2.1 Thread Prefix Permission

There is a thread prefix which is only can be assigned by Staff.
A Staff assigns that particular thread prefix to a thread.
Then the poster (not Staff) edits the thread title, and then the assigned thread prefix is lost.
Is it a bug?
