XF 2.2 The best way to create a Suspended Usergroup?

We try to avoid using "Banned" for anything but spammers and users with no actual interest in the forum.

I'd like to create a "Suspended" usergroup and associate warnings and moderator actions to that, but not sure the best way to do it. The suspended usergroup wouldn't be actually banned, but wouldn't be much different in what they could do.

I recently completed a usergroup/promotion for users with at least 10 posts and it's working well --- but still confused by the XF permissions system.

Has anyone done this?

Create the user group, set the permissions to Never, create the warning/warning action to add to the user group.
