Text color when hovering over

I am trying the change the color of the text that pops up when someone hovers over a link. I'm unable to figure out what is dictating the color for that. Any suggestions? Thanks.

Using Chrome? Right Click > Inspect Element

Found out it was the tooltip and made the color change. Worked perfectly.
