I am fairly certain I have read here somewhere that a licensed ownder can set up a second xenforo for the purposes of testing modifications (as long as only admins have access).

I am at the point where I need this capability. Is this allowed as part of my licenses, and if so, do I need to let you know?

Is it advisable to have it on a different server?

How many installations can I make with a single license?
Each license permits you to install the software once. However, you may create a single additional test installation for testing purposes only. Any test installation of this kind must be password protected, and access to it must be limited to you and your website staff.

Where it is located makes no difference, unless you plan on doing some heavy load testing, running in debug, etc.
In which case you may want it on a different server from your live site to avoid impacting it.
