Not planned Take paypal commission from the buyer

Hello. I have russian paypal account. When non-russian people purchase products on my forum via paypal, i got 229 rub instead 250 rub (9% commission). It is very huge commission for me.

My suggestion: create an option for admin, when i can choose who will pay commission for purchase - seller or customer

You as the seller has to pay. You should just adjust the cost of your items you are selling.
I think you know there are paygates for xenforo, which help to pay different ways (Qiwi, WebMoney, W1 etc). I don't may raise the price, because qiwi and webmoney don't take commission from me.
 
To be more precise, it is according to the new PayPal tos not allowed any more to ask for the PayPal commission from the customer. Or even raise the price just for PayPal. You have to pay the PayPal fees yourself and you have to price it at least as good as the other payment options.
 
Ultimately I don't think there's anything we can do here with the PayPal API so the software can't really help.
