Not well, but wondering if webp will do it; or at least have the option to do post-conversion to another format.

Well, there you have a separate problem: while ImageMagick should support TIFF-to-something conversions, GD doesn't support TIFF, meaning that this suddenly becomes a super niche feature, sadly.
