Option To Upload A File By 'URL'

Shared hosting has setting for 2mb and or 30sec timeouts, but if you use a URL and not from your computer, then upload is quite quickly done.

    Example:
5mb by end users computer using adsl 175kb/per sec = approx 2min.
5mb by URL = approx. 3 sec or less.

Would like to have an admin option of sites you can get files from and block other url links....
