XF 2.3 Sticky thread reset to new on updates?

Is there a way to reset a sticky thread to appear as a new thread to ALL users when an update is made to the first post?

We keep a membership list in the first post of a thread and adding a new post after each update seems a little redundant. Is there a way to reset the first post to appear as new so it gets added to the New Posts list

yes. turn it into an unstickied thread and reply to it.

Sticky threads are annoying IMO.

Why not use a dismissible notice, with a link to the post ?

1) As an unstickied thread with a reply each time, you end up with a thread 12 posts long (per year). Since Xenforo defaults to displaying the last viewed thread, the member sees "New list uploaded" and then needs to scroll back to Post 1 to view the attachment or comment. Not a very user-friendly approach
2) Dismissible notice involves going to the admin site, setting the notice, and when it gets dismissed by a member, you'd have to build a new notice for the next month. Not a very Admin-friendly approach

There must be a simple way to reset the initial post. Stickies like this one serve a purpose, keeping it at a given point all the time. It just needs some tweaking to be more useful

Not with the in house options of the software. It will require a custom add on.
