Fixed "Start a new conversation" shown to user even without permission

Find:

                                        <span class="menu-footer-opposite">
                                            <a href="{{ link('conversations/add') }}">{{ phrase('start_new_conversation') }}</a>
                                        </span>

Replace with:

                                        <span class="menu-footer-opposite">
                                            <xf:if is="$xf.visitor.canStartConversation()">
                                                <a href="{{ link('conversations/add') }}">{{ phrase('start_new_conversation') }}</a>
                                            </xf:if>
                                        </span>

Hide 'Start a new conversation' link if visitor doesn't have permission to start conversations.
