I am trying to picture what this addon does and how to use it.

Its setup/config would appear in
ACP > Options > Spam management;
where I'd set some kind of user criteria.

To scan all user profiles, I'd go to Logs > Spam > User account check;
click a button.
Output would be on a page like https://mydomain.com/admin.php?cleaner
where I'd see a list of any users with links found in any of these fields: signature, website, location and about fields.

Do I have that correct?

Thank you for your interest in my add-on. Yes, that's correct. A list of all potential spammers with links found in the aforementioned fields will be displayed at the add-on 's page.

Interesting, and potentially useful. What would I do with that list when it is visible?
Also, what user criteria would I set?

What you do with users that will be listed it's really up to you. The same goes for the criteria that you'd set. That's a personal choice and it's outside the scope of the add-on.
