This just started happening during the last update or two...
When using Chrome, I get the following while viewing smiles:
On a side note, I do not get this with Firefox, however.
I run my Windows machine at 125% resolution to enlarge the screen (always have), so I suspect this might be causing the issue. I experimented and reduced the screen to 80% Zoom and the smileys looked normal size as shown below:
