Confirmed Slow add-on release builds with local Closure Compiler

With a local Closure Compiler configured xf-addon:build-release starts a separate JVM for each JavaScript file in the minify list in build.json. Building add-on with 34 JavaScript files took 60+ seconds on Windows

Setting -XX:TieredStopAtLevel=1 reduces total build time by half

Also running Closure Compiler in a single JVM per release build could eliminate repeated JVM startup while still compiling each file independently and more significant reduce total build time

Not saying we won’t make improvements here, and an official announcement is still forthcoming, but the future of building add-ons will be the XF CLI which no longer depends on Closure Compiler at all and is relatively CI/CD friendly.
