Duplicate Single quote in content converted to HTML Entity after upload file (Windows)

I've done a test on your environment and it's fine... This just seems to happen on a windows environment

I was using 1.2 (beta 1)
Windows 7, PHP 5.4, Zend, Apache

If the post content contains a single quote such as: I'm
On clicking the "upload file" the content is sent to the next page but single quotes are converted to &#039

It's not big issue for me (I don't use Windows, only for testing)

Looks like the same thing, I could only reproduce it on my local windows test environment (and not here)

Dow!... that's like 4 bugs that are open and I managed to dup one
