SimpleStaffRanks (version 1.0) - Adds a pretty staff rank tag

This is my first addon, so my introduction may be a bit "rough".

SimpleStaffRanks adds very simple and clean looking css based badges to the administrator and moderator's postbit.

• Add more ranks
• Fix uninstall not deleting templates
