For some reason PayPal is extremely inconsistent in this regard, some accounts it's let me enable IPN without specifying the URL, on others it has required the URL to be entered (and when it requires it to be entered about half the time it's forcing that URL to be used even if
notify_url is passed in the payment form, but that's mostly unrelated here..). It'd be nice if it showed the callback URL on the configuration page like it does with Stripe so people can just paste it in if necessary
