XF 2.1 Shared IPs not showing same results as "more users" in IP list

Is shared IPs limited by anything such as time or type of log? As an example, a user matched another user with 2 IPs. Only one showed under Shared IPs. I had to go through their IP list and click "more users" for each IP to find the full list of matches.

The IP list in the ACP goes back further than the front end check.

But I was comparing to "more users" on the front-end. Does this also go back further than shared IPs? If so, how far do the shared IPs go?
