XF 2.3 SFCORE not installed - Installing custom themes

I noticed when I installed my theme parts of the template will not load, I read something about editing scv/config to 'true' but I cannot figure out how to do this or where the correct file is to add the line of code too. Also what is the correct line of code.

you need to dl sf core and install it from stylesfactory. Its A separate add-on you need to install to make the themes work.

Should be available under your license after you purchased your theme from them.
