XF 1.3 Setting the reference coordinate of quote container's link

goto-post-link (the one showed as arrow) in the quote container will get the quoted post be positioned on 'the top of our browser's window'.

Any idea how to make them be positioned on 'the top of our browser's window + 30 px lower' (after the arrow inside quote container has been clicked)?
