What could be wrong and what can I do about it?

Thank you for any help.

Did you recently upgrade PHP versions?
It looks like the cert for the domain you were sending mail to failed the lookup in the cacert.pem file that is typically set to be used.
Are you using default or POP/IMAP for the mail?
