XF 2.2 Send welcome DM, but don't send welcome email, but send emails for other DMs

I want to be able to send a welcome DM (and not a welcome email) and also continue to notify users by email when they receive a DM. But I don't want to send each new user an email notification about their welcome DM. This doesn't seem possible unless disable email notifications for all private conversations is selected.
