XF 2.2 Send alert without entity

I am trying to send an alert based on an action that is not associated with an entity. The alert should also not be manageable by the alert_handler to be displayed in the preferences etc. The alert should be sent after the successful execution of a job.

What is the best way to send an alert without an entity?
