As designed RM allows you to select forums to create a thread even if that forum is closed to new threads

In Resource Manager Category settings you can select from any existing forum to "Automatically create thread in forum" even if the settings for that forum do not allow for new messages.

Seems that this forum setting should be checked and a note of "not available" or "closed" be shown in the "Automatically create thread in forum" list with the forum not being able to be selected.

This is really just a conscious design decision. The instruction to post a thread in a specific forum overrides any other, including permissions or forum options.

Ultimately, if you don't want the threads to be posted there, then you don't select that forum in the category settings.
