XF 2.1 Right to set up a new poll ? Where?

Where can I set up who is permitted to post a new poll? The only thing I found is the right to participate in polls ...

Ok. What do I have to do, if I only want moderators to set up new polls?

Is there any chance or workaround to do this? (Looks like I am not able to set up a poll in THIS forum ...)

Indeed, that would be the solution I need, however, I don`t want to install an add-on for every single feature which - according to my understanding - has to be part of a professional forum software.
