XF 2.2 Restore forum files and db

With the mess of OVH i've lost my server.
I have backup of db and files. i changed hosting.
There's a procedure to restore forum with old files and backup db?

Yea. Reupload the files, recreate the database, import the sql into the new database and then edit src/config.php with the new info.

Do i have to reinstall fresh forum , then upload old files, after that import old db?
what about all addons installed in the old db?

Nope. You just upload, import and edit. If you follow the above, everything will be restored depending on the data from the files and database.
