Resources pup up before submitting?

Just a quick question.
Looking at using the resources add-on, and was just wondering if there is a built in option or known add-on that does the following.

When you click to add a new resource, a pop up shows listing some criteria that the user has to agree to before being allowed to continue.

Hello, it is not natively integrated and it does not seem to me to have seen such an addon.
