RM 2.2 Resources are getting posted 2 times for 1 submission

For some reason when a resource is posted it gets posted twice, and one shows as a deleted resource. they both show up in the approval queue like this:

They are 2 individual pieces of content. The Content Type is displayed in the upper right next to the action radio buttons. The first one is the Content Type "Resource" the second one is the content type "Thread".

The first one is for the Resource that was just created. The second one is for the Associated Discussion Thread that was auto created when the new resource was created.

This is expected behavior when creating a new resource that is sent to the moderation queue. The associated thread also gets created and sent to the moderation queue instead of having the Resource in a Moderated state and the Associated Discussion Thread in a Visible state.
