XF 2.1 Resource Categories Menu

Can anyone please point us in the right direction to add a resources category drop down menu in the navigation. Pulling my hair out with this one. We are just not getting the callback method in the public navigation settings.
Help on this would be very much appreciated.

Why not add it as a Type Basic and place {{ link('Link here') }}

Sorry, it looks like i didnt post the attachment image for clarification. Its not as simple as one category.
I have seen the CXF mega menu DIY tutorial, but that is for an additional top menu and dont know how it could be placed as a Nav tab.
