Require manual approval for accounts sharing ip address

Is there a way using a configuration setting or add-on (please list specific add-on) to require all accounts created using an IP address that is already in use by a different account to automatically get routed for manual approval?

I can't find a setting specific to this and it seems like a no-brainer for managing trolls.
